In the most recent “report card” on America’s infrastructure (2017) issued by the American Society of Civil Engineers (ASCE), the country’s infrastructure “GPA” was a dismal D+. The nation’s roads earned a “D,” while bridges fared not much better with a C+

Upgrading U.S. roadways has become a national imperative — which is welcome news for those in construction and related industries. 

While an uptick in business means a boost to your bottom line, it also brings new and pressing issues.

Chapter 1: Improving Work Zone Safety

Each year, more than 857 workers are killed and more than 44,000 are injured in the highway and street construction industry, according to workzonesafety.org, a project of the Federal Highway Administration, American Road and Transportation Builders Association, and other parties. The Centers for Disease Control and Prevention report that the number of fatal work-related injuries at road construction sites averaged 124 per year, and from 1982 through 2019, 28,636 individuals (about 774 per year) lost their lives in work zone crashes. 

Since the peak year of 2002 – when 1,186 died in construction and maintenance zones – the number of deaths declined steadily to an average of 591 from 2008-2014, then increased to an average of 782 from 2015-2019. The industry can do better. Technology can help you assess workplace hazards and make crucial safety investments before accidents happen.

Where Do Accidents Occur?

Of work zone fatalities in recent years that befell workers, almost half (48 percent) were runovers/backovers, most often by dump trucks, in 2019, nearly one-quarter of all fatal work zone crashes involved rear-end collisions.

Although this figure is less than the previous year, by 4%, this improvement was offset by an increase in fatal work zone crashes that involved speeding. Persons on foot and bicyclists also saw a significant increase (21%) in work zone fatalities in 2020, relative to 2019.

Here are some tips: 

  • Develop an internal traffic control plan that limits access points to the job site and reduces the need for heavy equipment to back up. 
  • Be familiar with your most commonly used heavy equipment’s Blind Area Diagrams; the National Institute for Occupational Safety and Health (NIOSH) publishes these for dump trucks, backhoes, dozers, rollers, and more. Share (and post) these diagrams with your crews and develop safety plans to keep workers out of blind spots. 
  • Definitely make sure your trucks’ backup alarm systems are actually functioning. It seems like a no-brainer, but the lack of an alarm system was responsible for about 1/6th of recent backup fatalities. Those were totally preventable deaths.

It may surprise you to learn that more workers are killed by other construction vehicles than by the driving public.

What Are My Regulatory Responsibilities? 

In addition to taking common-sense steps to protect your employees, you also need to follow OSHA guidelines if you want to avoid an expensive citation. OSHA’s regulations for work in traffic areas are laid out in 29 CFR 1926 Subpart G; they cover such basics as requiring workers to be trained for how to move in traffic, requiring temporary traffic barriers, and requiring high-visibility safety vests or clothing. Flaggers have extra responsibilities — they must be trained in traffic control procedures and be able to perform under stress.

Chapter 2: Ensuring Compliance with Federal and State Regulations

When it comes to roadway and bridge repair/ construction, your business has to comply with no small number of regulations, including those from OSHA, noise regulations, and even state or local permitting laws. Many of these laws and regulations are straightforward and common sense. But of course, not everything is that simple.

Construction vs. Maintenance — What’s the Difference? 

Understanding whether work is “construction,” and subject to OSHA’s Construction Standards, or “maintenance,” subject to general industry standards, is essential to ensuring compliance.

For instance, according to the law firm Sherman & Howard, a 2010 OSHA regulation covering cranes and derricks applies to cranes used in construction work, but not when the same equipment is used in general industry work.

Another example: If the work is considered maintenance, confined spaces are extensively regulated by OSHA’s Confined Space Standard, which requires strict signage and ventilation procedures. But jobs defined as construction have only minimal requirements.

Unfortunately, OSHA doesn’t make it easy to distinguish between the two. The agency doesn’t take into account the nature of your business (i.e., construction companies can perform maintenance and maintenance companies can be engaged in construction), what you call it (work you call “roadway maintenance” is probably actually construction), or whether the work is performed in-house, by a general contractor, or a subcontractor.

Nonetheless, Sherman & Howard explains that in many cases it’s not too tricky to determine which category the work falls under, and many employers’ standards exceed all OSHA requirements anyway. 

In those cases where it’s unclear which standard applies, you should refer to OSHA’s resources on the matter, or consult a safety consultant or attorney. 

Keep the Noise Down 

Depending on where the project is located and what other activities are nearby, you may have to work on mitigating the noise coming from your equipment. 

Building a logging road in an otherwise empty forest requires no noise mitigation; ditto with building roads in already noisy areas filled with bus yards, utilities, etc. 

Areas near bars, hotels, and restaurants are less noise-sensitive than daycare centers, hospitals, and schools, which are in turn less noise sensitive than campgrounds, parks, churches, and other places of worship, and so on. 

The Federal Highway Administration’s Construction Noise Handbook has some tips for noise mitigation, such as constructing noise mitigation barriers before building anything else, using supplies on hand that must be stored, like earth, to mitigate noise, and scheduling noisy work concurrently with other noisy work, so as to get it all done at the same time. 

The FHA also required each state to update its own noise codes, so check with your state’s transportation department to learn about which noise regulations apply to where you work.

The Problem

For the past 13 years, Lincs Electrical Services has been servicing the needs of both commercial and industrial clients within the UK.

As a growing business, Lincs was becoming overwhelmed with the amount of paperwork that was being collected on a weekly basis. Field technicians would manually fill out each report by hand and then proceed to email/drive them back to the office. These reports would then be processed by three office staffers who would be required to re-input the information into their back-end systems. This manual data input process would waste up to 15 hours each week.

This is when Jamie Hamilton of Lincs Electrical Services realized that his teams needed a better way to collect and share data. He spoke with a representative at GoCanvas and decided that it was the perfect platform for automating their business processes.

The Solution

Two of the first processes that Linc converted into mobile apps were their Safety Inspections and Accident Reports. The Background

Change is never easy, especially for small businesses who are used to doing things a certain way. The same was true for Metro Caulking & Waterproofing. For over 25 years MCW had been using paper forms to service and complete construction jobs in South Florida but found as their business grew, it became increasingly more difficult to maintain their high standards of efficiency and productivity.

The Problem

Paper forms become an issue for any small business as it begins to scale and take on more projects, and that is exactly what happened to MCW. As they started to expand outside of their general South Florida region, MCW began having issues with the visibility of the data being collected. These reasons and more are why Johnny Raffio, IT Specialist at MCW, sought out a solution to streamline the way his field users collected, shared, and analyzed project data.

The Solution

The start of making the transition from paper to mobile forms began with thoroughly understanding Metro Caulking & Waterproofing’s processes, and locating where the biggest speed bumps resided. Once understood, converting the most used daily inspection reports was key to gaining early adoption by MCW’s field users. It was extremely important to show MCW’s field users the instant impact that GoCanvas could make on their daily data collection process in order for them to embrace this new technology. Fortunately, thanks to GoCanvas’s no-code App Builder, MCW’s technicians were using the new mobile versions of their original paper forms in just a few days. The feedback, to say the least, was amazing.

The Background

Founded in 1970, Smarte Carte has grown into a global enterprise of 1,300+ employees that service over 1,900 locations worldwide. Their inventory of self-service luggage carts, lockers, strollers, and more can be seen in almost every major airport, train station, mall, amusement park, resort, and fitness club across the world. With their ever-expanding footprint across the world, it quickly became a top priority that Smarte Carte was able to view and access field data in real time.

The Problem

Every day, hundreds of Smarte Carte service technicians are dispatched to various client locations to inspect and service equipment. When service technicians were previously using paper forms, data would routinely come back to the office late or with data errors. These mistakes made it almost impossible for team leaders like Eric Zitelman, Retail Regional Manager, to be able to efficiently track the daily production of their field employees.

The Solution

This is why Eric and several other team leaders at Smarte Carte decided to deploy GoCanvas mobile forms in order to increase the consistency and accuracy of the data collected at client locations

For Smarte Carte, the deployment of GoCanvas mobile forms started with a pilot of 450 fitness clubs across the United States. The reason? Eric Zitelman and his fellow regional team leaders needed a better way to track the daily productivity of their field service technicians.

With GoCanvas, Smarte Carte was able to create mobile forms that require service technicians to collect all the key pieces of information about the equipment they are inspecting before they are able to submit it. Once completed, the technician reports now automatically transmit directly from their mobile device to their regional supervisor. The Background

Pikesville Volunteer Fire Company (PVFC) has been protecting Pikesville, Maryland since 1897. As the second oldest volunteer fire department in Baltimore County, it is the only station in Baltimore County that operates an engine, tower, heavy rescue squad, and medic, offering a full range of fire suppression, rescue, and EMS services for the community.

The Problem

Though much has changed since 1897, record keeping has continued on paper. Yet, with a full volunteer force, paper record management has become a heavier and heavier burden for the department.  

This burden was affecting the PVFC in various ways. When members would go out and buy supplies for the station, it could take weeks for reimbursement (if the treasurer could even read the crumpled receipt).

When a truck or piece of equipment would break, the process to verify/repair it was especially slow. If a fire truck malfunctioned, the lieutenant/engineer would have to come into the station to verify the issue and order the correct part. If a lieutenant was out on the road for business, it could be days or over a week before that truck would be serviceable again.

Justin, both 1st Rescue Lieutenant at PVFC and Director of Channel Sales at GoCanvas, saw GoCanvas as a solution to these slow and cumbersome processes.

The Solution

In April 2014, they decided to go with GoCanvas, the global leader in mobile apps for business. PVFC found the transition easy and full supported. “I received a report from a volunteer I hadn’t even trained.” Justin said, “that shows you how accessible the platform is.”

PVFC found itself in the same position thousands of GoCanvas customers have; the GoCanvas platform—with 20,000+ customizable mobile apps, the app builder, and real-time app management—was revolutionizing their internal processes.

The Outcomes

By eliminating paper forms, PVFC has dramatically sped up their repair cycle. What once took over a week to order now happens in a day or less.

More Accurate Data

In addition to improving their equipment repair process, PVFC now captures more accurate information with GoCanvas. The Department of Transportation requires inspections of fire company vehicles twice a month. PVFC often struggled with incomplete forms, information filled out that didn’t pertain to the vehicle, and uncertainty on who inspected the vehicles.

With GoCanvas, these issues have been largely eliminated. By utilizing required fields, PVFC forms come back with all the necessary information. If a form is missing fields, then the volunteer won’t be able to submit the form. This forces completion of inspections with all necessary documentation.In addition, conditional screens ensure that inspections occur quickly and cover the appropriate parts of the truck. For instance, their Heavy Rescue doesn’t have a pump, so that section of the inspection can be skipped.On mobile devices, information is now safe from coffee spills and dirty cars. By no longer having to do manual data re-entry or chase down missing information, PVFC estimates that they’ll save hundreds of hours this year.

Easier Volunteer Tracking

In PVFC, there’s a credit system. Volunteers get credits for showing up to training, or fundraisers. With paper forms, employees had to sign in by hand at these events. Afterward, someone else would have to enter this information a second time, and try to decipher messy handwriting or illegible ID numbers. Not only did this take away time from other projects, but also allowed room for human error.Today with GoCanvas, PVFC can track volunteer credits more easily with almost no admin work. Volunteers can pick their name from a drop down list, and their ID number automatically populates. Hours automatically calculate eliminating mathematical errors. This means less time trying to find information, reduced mistakes, more accurate systems, and more time to focus on keeping Pikesville safe.

Flexibility to Meet Evolving Organizational Needs
